Isn't it possible that they assumed he wouldn't actually start trying to wipe out the planet for a few years? A baby, even a Saiyan one, presumably has little control over their muscular functions. I doubt they intended him to start fighting until he was at least a toddler, by which point (assuming he kept his violent Saiyan nature) he would have not only grown in power naturally, but had combat experience with local wildlife. Even a small increase from 2 to 27 would be enough to eliminate the population of Earth, barring the fact that the Saiyans were not anticipating a Namekian living on the planet.
